Contemporary Mega-Project and/or Program Management

Mega-projects (or Large-scale projects) and/or programs are increasingly used as the preferred delivery model for goods and services across a range of businesses and sectors, including infrastructure, water and energy, information technology, industrial processing plants, mining, supply chains, enterprise systems, strategic corporate initiatives and change programs, mergers and acquisitions, government administrative systems, banking, defense, intelligence, air and space exploration, big science, urban regeneration, and major events. Examples of large-scale projects include high-speed rail lines, airports, seaports, motorways, hospitals, national health or pension information and communication technology (ICT) systems, national broadband, the Olympics, large-scale signature architecture, dams, wind farms, offshore oil and gas extraction, aluminum smelters, the development of new aircraft, the largest container and cruise ships, high energy particle accelerators, and the logistics systems used to run large supply chain–based companies like Amazon and Maersk. Program management reaches benefits in more dynamic environments. The early notion of programs being more than large-scale projects has been further developed by more contemporary research to a degree where Program Management is considered “a new discipline” altogether, and not just a scaled-up form of project management. Instead of focusing on project management’s technical and planning aspects, this new discipline focuses on generating and organizing aspects of program management. These new aspects give programs a new role in the organizational setting where programs act as a vehicle of change management and for implementing an organization’s strategy. When programs form the link between organizational strategy and projects, they enter into the domain of organizational change management and organization development. That means an organization looks at projects as a system of interrelated activities that combine to achieve a common goal. The common goal is to move toward the overall strategy of the organization by delivering new capabilities. New capabilities could be in the form of competitive advantage, ability to catch up with competitors (mimetic), transform the organization, or significantly improve its operation.

Given the importance of large-scale multiple-projects and program management approaches, this Special Issue, therefore jointly launched by Natural Science Foundation of China (NSFC) and Pacific Asia Conference on Information Systems (PACIS) through the platform of 2019 PACIS conference, seeks to publish high-quality scholarly papers that focus on original works or comprehensive reviews with relevancy of Contemporary Large-Scale Project and Program Management in the fields of management science and engineering.
