The owner, CNPC Economics & Technology Research Institute (ETRI), is a research institution directly under China National Petroleum Corporation (CNPC). It serves as a key decision-support organization primarily engaged in developing strategies and conducting policy research. ETRI is among the first pilot units selected for constructing China top think tanks, and one of the initial research consulting bases established by the National Energy Administration. Its predecessor was the Sci-tech Information Institute of the Ministry of Petroleum Industry, which was founded in 1964. Over its development for more than 60 years, ETRI has now grown into an enterprise think tank focusing on strategic research and decision support from the initial scientific and technological information research institution. ETRI possesses a solid research foundation and strong capabilities in areas such as energy strategy and security, energy economy and markets, energy geopolitics and international cooperation, and energy technology innovation and development, as well as corporate governance and enterprise management. ETRI has produced over 100 research products across five categories: decision-making research, information consulting, public services, project reports, and publications. It established China’s first soft science research laboratory for the oil and gas market and has developed numerous laboratories, databases and methodological models. ETRI has initiated and hosted international cooperation and exchange initiatives such as the International Energy Executive Forum (IEEF), enjoying high popularity and influence at home and abroad. In 2020, CNPC set up the CNPC Research Center of China Top Think Tanks in ETRI. As an implementation platform for national top think tanks, the center leverages the distinctive advantages of ETRI in gathering CNPC-wide wisdom and insights, welcoming think tanks beyond CNPC for open joint research, and giving full play to its core function in policy advisory, theoretical innovation, social services, etc. Looking ahead, ETRI will shoulder its due responsibilities as a top think tank, focusing on “national priorities” and “enterprise essentials”, conduct forward-looking policy and applied research, and provide high-quality research outcomes and decision-support services, in order to build into a world-class research institute and a new type of enterprise think tank with Chinese characteristics that stands at the forefront globally.
