Call for Special Issue on Climate Change Adaptation Progress Toward GGA

In addition to carbon mitigation, the Paris Agreement highlights the requirements to enhance adaptive capacity, strengthening resilience and reducing vulnerability to climate change, further contributing to sustainable development. Its long-term goal is to ensure adaptation responses are aligned with mitigation efforts to limit global warming to well below 2 °C, while pursuing efforts to limit it to 1.5 °C. 

At COP28, the Framework for the Global Goal on Adaptation (GGA) was adopted to guide collective progress in defining, measuring, and tracking climate adaptation. By 2030, all Parties are expected to conduct robust impact, vulnerability and risk assessment; integrate adaptation into planning and policies at national and sub-national scales; implement adaptation to reduce climate risks and enhance resilience; and develop approaches for monitoring, evaluation and learning.

However, a lack of consistent methodologies and metrics for assessing adaptation progress at national and sub-national scales remains a bottleneck. The gap hampers monitoring, evaluation, and learning, ultimately limiting the effectiveness of global and national adaptation efforts and progress toward the GGA.

This Special Issue seeks to address these challenges by presenting methodologies, indicators, and frameworks for the quantification of climate change adaptation progress toward GGA in:

  • Impact, vulnerability and risk assessment for adaptation,
  • Integration of adaptation into planning and policy,
  • Adaptation implementation,
  • Monitoring, evaluation and learning

Submissions are encouraged on these and related themes, including but not limited to:

  • Water,
  • Food and agriculture,
  • Public health,
  • Ecosystems and biodiversity,
  • Infrastructure and human settlements,
  • Poverty, livelihood and social protection
