Special Issue on Intelligent Sensing and Collaborative Governance of Water Systems

Introduction:
This Special Issue captures the frontier where advanced sensing technologies—spanning satellite, aerial, in-situ, and IoT platforms—converge with data-driven governance. We invite contributions that explore digital twin-enabled modeling, multi-source data fusion, and cross-sectoral joint operation to address pressing challenges in water quality, flood resilience, and resource allocation. Our vision is to shape a 'sense–perceive–decide–control' smart water network that empowers real-time, adaptive management across basins and administrative boundaries. By bringing together innovative methodologies and real-world applications, this collection provides the water community with knowledge for achieving sustainability, resilience, and operational efficiency in an era of increasing uncertainty.
