Smart Power & Energy Security (SPES) aims to provide a communication and publication platform for the cutting-edge research and piloting industry practices on the security problems of energy and power systems. The review articles, original research papers, letters and rapid communications are all welcomed from electrical engineering, cyber security, energy market and policy communities. The topics of focus include but not limited to:

Xi'an Jiaotong University (XJTU), founded in 1896, is one of China's oldest and most prestigious higher education institutions. XJTU is now a comprehensive research university with 11 major disciplines: science, engineering, medicine, economics, management, humanities, law, philosophy, art, education, and inter-disciplines. According to data released by Essential Science Indicators (ESI) in May 2025, 19 disciplines at XJTU ranked in the top 1 percent globally among academic institutions, with 6 disciplines ranking in the top one-thousandth. Among them, engineering ranked in the top one-ten-thousandth, making it 8th globally.
Founded in 1908, the School of Electrical Engineering is the earliest and most complete electrical engineering college in China. The main discipline of the school is electrical engineering, which covers Control Science and Engineering, Instrument Science and Technology. The school consists of first-class faculty and a number of world-class research teams which gathers 5 academicians and more than 27 national talent plan selected scholars.
The school has the State Key Laboratory of Electrical and Power Equipment, the National Electricity and Electronics Teaching Base for Basic Engineering Courses, and 11 provincial talent training and scientific research bases.
The school establishes joint research institutes with the State Grid Corporation of China, Northwest Institute of Nuclear Technology, Chint Group, etc., building a large platform for cutting-edge scientific research and creating a new mechanism for the integration of science and education. The school concentrates on the research and development in the areas of new electrical materials, advanced electrical equipment, new-generation electric energy systems, pulsed power and plasma, and actively promote cross-disciplinary research on materials and life, as well as their applications in energy storage and medicine.

State Grid Shaanxi Electric Power Co., Ltd., a subsidiary controlled by State Grid Corporation of China, was established with a joint investment from State Grid Corporation of China and the State-owned Assets Supervision and Administration Commission of the People’s Government of Shaanxi Province. It has a registered capital of RMB 34 billion and a total workforce of 53,000 employees. The company completed its industrial and commercial registration and obtained its business license on July 20, 2021, and was officially inaugurated on August 6, 2021.
State Grid Shaanxi Electric Power Co., Ltd. is responsible for the construction, management, and operation of the power grid within Shaanxi Province, providing a safe and reliable power supply to support the province's economic and social development and meet the needs of its urban and rural customers.
